关于中国证券市场实施QFII制度的冷思考

摘要：QFII制度如果能顺利实施，对中国资本市场的逐步开放和发展是有利的。但目前中国资本市场的制度性缺陷却对QFII制度的顺利实施构成了障碍。必须从改善资本市场制度和促进法制建设入手营造一个良好的投资环境，才能为QFII制度的顺利实施奠定一个坚实的基础。

Calm thingking about the implementation of

QFII system in China securities market

Abstract: If the QFII system can be implemented favourably, it is beneficial to the gradual opening and development of China capital market. But the institutional defects of China capital market form the obstacles of the smooth implementation of QFII system.. Only starting with improving the system of capital market and promote the legal construction to build a good investment environment, can we Establish a solid foundation for the smooth implementation of QFII system.

2002年7月，证监会主席周小川在深圳指出，中国将实行“合格的外国机构投资者”（QFII）制度。一时，QFII制度成为市场和学术机构的热门话题。笔者认为：QFII制度对中国股票市场的好处是不言而喻的，但鉴于目前中国证券市场的现实状况，对于QFII制度是否能在中国资本市场开放进程中发挥应有的作用、顺利引进中长期资金却不得不作一个冷静的思考。
