熏蒸证明是在有木质包装时需要出具的，应该是商检部门出具吧。

提单上如果没有特别的批注，如“水浸”、“破损”等就认为是“清洁”的，有一些提单上提前印有“CLEAN ON BOARD”字样有些国家对中国出口的木制品或者有木质包装的产品是相对严格的，像澳大利亚就遇到过胶合板也要做熏蒸的'事，请先与国外客户确认好要不要做熏蒸先，你客户所说的证明是不是熏蒸证，还有，如果供应该木板的供应商出具一份证明，证明该木板是不需要做熏蒸的，这样的证明，你国外的客户能否正常清关。这些都是你所要了解清楚的。

好了，我越说越远了，现就楼主所提问的问题发表一下我的意见吧。该证明是供应这些胶合板的供应商出具给你的，而且，一般免熏蒸的胶合板，买回来时就有盖上了免熏蒸字样的章。
