1. On the overturned provisions the majority held the congress had deliberately “occupied the field” and Arizona had thus intruded on the federal‘s privileged powers.

【析句】整句话结构较简单，Two of the three objecting Justice agreed with……and disagreed about……，其中，破折号内Samuel and Clarence作插入语，but连接两个转折的动作，which Arizona rules……作about的宾语从句。
3. That‘s because Congress has always envisioned joint federal-state immigration enforcement and explicitly encourages state officers to share information and cooperate with federal colleagues.
【译文】那是因为国会总是期待联邦——州共同实施移民法规，明确鼓励州官员共享信息，并且能和联邦同僚合作。
【析句】That's because结构，because引导表语从句，从句主干为Congress has envisioned ……and encourages……to share and cooperate……， and连接两个并列的动作。
